The only reasonable conclusion with the evidence is that the police planted the meth there as part of the torture. I wonder if someone had a conscious or if the torture plan didn’t go right brought this to light. There is an assumption that the police protect and do everything good on purpose while all bad things are accidents not done on purpose. I think $20 million is letting the DEA off easy. In addition to monetary compensation, I think that criminal charges should absolutely be filed.
IMO, each person on-duty is guilty of criminal negligence, as well as EVERY person up the chain of command.
I thought the DEA and local law enforcement in CA were at odds. I should think the DA would be all over this.

BliND123, I think he is just arguing that just because some single person makes a mistake and nearly kills someone that doesn’t necessarily entitle that person to be set for life. While not an opinion I agree with when the mistake belongs to the government, but still a worthwhile argument.
